The House Gaming Oversight Committee is looking into Pennsylvania Casino Association’s activities regarding a bill to expand casino gambling in the state, questioning if it should have to register as a lobbyist.

The Committee’s Chairman Dante Santoni said he was seeking advice from legal representatives on whether or not a hearing should be held on the matter.

According to a letter submitted by the association they initiated three emails to lawmakers and paid for a radio ad warning the state that passing the bill with tax above 12% would result in casino’s hiring fewer people and increased taxes for the states residents.

The states lobbying disclosure law calls for groups spending $2,500 per quarter to register as a lobbyist.

However the association claims the emails cost less than $500 to send and that the radio ad did not address a particular legislation or propose listeners to contact legislators.

The state defines lobbying to include efforts “to encourage others, including the general public, to take action, the purpose or foreseeable effect of which is to directly influence legislative actions.”

The Association’s board member Richard Sprague is also an investor in the SugarHouse Casino project in Philadelphia.

State lawmakers are still negotiating the terms of allowing state casinos to expand to table games such as poker and blackjack.
