The Senate is set to vote on a measure to expand gambling in Delaware after the House passed the bill with a 27-5 vote to add table games to the states slot casinos.

After considering several amendments, the approved bill allows card and dice games such as poker, blackjack and craps at licensed facilities that already offer state lottery, slots, and betting on horse races and professional football games and out lines a new division of gaming enforcement.

In exchange for the privilege, casinos would pay an annual collective licensing fee of $13.5 million, however if the casinos spend $2.5 million annually on capital improvements and achieve performance targets the fee could be reduced as low as $5 million.

The expansion is estimated to net the state at least $40 million in additional revenue in the first year.

The Governors administration has said that the proposed bill is an allowable exception to the states gambling restrictions since the dominant factor in winning or losing with table games is chance, as specified in the states constitution.
