The Kansas Lottery and a separate casino selection board have given approval to the Kansas Racing and Gaming Commission to finalize regulatory approval on Friday for Kansas Entertainment LLC.
Kansas Entertainment is a partnership between Penn National Gaming and the International Speedway Corp and has been licensed to develop a $521 million casino on turn 2 of the Kansas Speedway.
The partnership has committed to petition NASCAR to hold a second Sprint Cup Series race at the track, if licensed.
Once the commission has approved the background check, the developers can begin construction on the 100,000 square foot casino.
Phase one is planned to be opened in early 2012 and will include 2,300 slot machines, 86 table games and a variety of dining and entertainment options.
Additional phases will include a hotel, expanded gaming space, a spa, convention center and an entertainment retail district.
