Governor Jodi Rell has put her plan to offer government controlled Keno games through the Connecticut Lottery and Special Revenue departments on hold.
The Governor had proposed the $40 million a year revenue idea to lawmakers as a way to reduce the deficit, although lawmakers have rejected the idea in the past.
The council says legalizing keno at bars or taverns in Connecticut would increase the risk of gambling and problem gambling among minors as well as increase exposure and temptation for problem gamblers.
The council also pointed out that the state is not prepared to meet the increased demand for problem gambling services if keno were legalized. Funding for problem and underage gambling services has been haphazard over the years.
Meanwhile the state’s two tribal casinos say the proposal to allow Keno would violate the states compact with the tribe, putting the current slot take of $400 million a year from the gaming operations in jeopardy.
While the keno proposal is not necessarily a done or dead deal, legislation will look for alternative methods to reduce the $1.3 billion deficit.
“If the (Legislature) doesn’t want it, they had better come up with something different,” Rell said.
