Delaware lawmakers are scheduled to debate legislation on Thursday to authorize two new casinos to be added to the three that already exist.
Majority Leader Pete Schwartzkopf said that he has filed an amendment to House Bill 194 to incorporate proposed revisions that reflect citizens concerns and is hoped to aid in the passing of the measure.
The amendment originally indented to amend the requirement for harness racing licenses, is now designed to also ensure a transparent process for picking locations for casinos in Wilmington and Sussex County.
Changes include the proposal of two five member committees to select the location and include both the state economic development director and the state finance secretary.
Applications will be required to be submitted with 60 to 75 days of enactment of the legislation. The committees will then assess the applications.
“We want to make sure that applicants are capable of following through on their proposals and that they build what they say they are going to build,” Rep. Schwartzkopf said.
Schwartzkopf says a January study by the state Video and Sports Lottery Study Commission sparked the amendment.
The study showed residents favored the additional casinos although Delaware Park, Dover Downs, and Harrington Raceway and Casino oppose the new casinos saying an expansion would “further cannibalize a decreasing market.”
