Steve Wynn of Wynn Resorts feels pretty confident that Pennsylvania regulators will approve his plans to take control of the stalled Foxwoods Casino in Philadelphia.

On Friday the casino operator signed a binding agreement that outlined the plans to shift control of the casino from the Mashantucket Pequot tribe and Investors Philadelphia Entertainment and Development Partners to Wynn Resorts.

When Wynn surfaced last month to bailout the stalled project by financing, developing and managing the casino in exchange for majority ownership, the Pennsylvania Gaming Control Board ordered architectural renderings to be submitted by April 26.

This week Wynn delivered those plans three weeks ahead of schedule “Why waste time?” he said.

Design plans were delivered that is “Wynn top to bottom” with “classical elements except with contemporary sensibilities” said Wynn.

Those plans were also delivered personally to the Mayor in an attempt to “establish a working relationship to move this thing along” said Mayor Nutter.

The Mayor explained that Wynn needed to engage the public moving forward, as well as respect the city’s desire to make the waterfront more accessible to the public and integrated into neighborhoods.

In response, Wynn suggested that he would consider buying the vacant properties surrounding the site to build a hotel “Then you would really have a shot of having a neighborhood there,” he said.

A public hearing is scheduled for April 29 to discuss Wynn’s suitability.
