Rhode Island lawmakers are set to begin their annual casino debate this week; however this session will also include a bill introduced by Attorney General Patrick C. Lynch calling for the casino regulation law to be re-written.

Lynch is asking for “oversight, regulation, investigation, adjudication and licensing” to be controlled by a five-member Gaming Control Commission appointed by the governor instead of the state’s Lottery Commission, if voters should allow full scale gambling.

On Thursday, House Finance will hold a hearing on a bill seeking a referendum this November on turning Twin River and Newport Grand into full-scale casinos.

Lynch’s bill would also create a new Division of Gaming Enforcement, within the Attorney Generals Office, to review qualifications and do background checks on any applicant for a “future casino gaming license,” investigate potential violations, and conduct “ongoing reviews of any casino operation.”

However the Lottery Commission would continue to run “traditional lottery games,” including the thousands of video-slots currently housed at the state’s two slot parlors.

The bill is subject to House and Senate approval.
