Rhode Island lawmakers agreed to seek voter approval on allowing expanded gambling in the state as the fear of losing gamblers to Massachusetts grows.

Late Thursday, the House of Representatives passed a bill authorizing a voter referendum on whether to convert the state’s two licensed slot parlors into full scale casinos. Unlike the initial version considered earlier in the session, the measure passed the House with a 62-12 vote and the Senate 21-14.

The earlier bill sought voter approval for a constitutional amendment that would allow for a privately owned and operated casino, the new bill names the state as the operator, rather than the private company.

With gaming at the two slot parlors a major revenue source for the state, the expanded casino bill will allow the Twin River in Lincoln and the Newport Grand in Newport to add table games to the existing video lottery terminals and virtual blackjack machines.

The bill now goes to the governor, who will decide whether the question should be put before voters in a November referendum.

The measure will help combat the loss of revenue at the Twin River casino, after Governor Don Carcieri signed a separate bill last month to eliminate greyhound racing at the casino track.

Besides support from voters the host community would also have to back the casino expansion at their facility.
